New Editor's draft of Process

Hi folks,

There is a new Editor's draft, dated yesterday but only published today
due to some technical issues) following the "AC Last Call review". I have
incorporated editorial changes primarily based on Liam Quin's comments,
but have not addressed any of the 4 issues raised.

I expect to address issue 95, further clarifying the process of producing
an Edited Recommendation, before requesting that the AB approve the
document and formally propose it to the AC as an update.
