[F+O] Type conversion in concat()

In http://lists.w3.org/Archives/Public/public-qt-comments/2004Mar/0021.html you argued that fn:concat should accept arguments of the type xdt:anyAtomicType and convert them to xs:string before concatenantion.  The joint WGs accepted your recommendation at the Cambridge meeting.
