ODRL Core Profile

The ODRL Core Profile has the following identifier: http://www.w3.org/ns/odrl/2/core

We welcome any comments on the ttl - but should represent all the items identified in Section 3 of the ODRL Vocab:  https://www.w3.org/TR/odrl-vocab/#vocab-core <https://www.w3.org/TR/odrl-vocab/#vocab-core>

It is proposed that resolving the ODRL Core Profile URI will return the ttl document.
