In response to the closed data requirement discussion last week, I've
amended proposed closed data requirements to the original closed data wiki
page Sumit started and added corresponding use cases.

As a part of this work you will see a proposed modification to
R-SensitiveSecurity in attempt to broaden it beyond national security
interests.

Mark, because of your work on the GS1 use case,  I didn't update any of
these requirements to the current GS1 use case.
