Link to wiki page about Data Usage scenarios

Hi all,

As mentioned in the call today, Eric and I are working on the definition of
data usage activities and scenarios. We created a wiki page [1] with some
general definitions and a scenario template, which includes a list of
questions that will help the identification of data usage requirements.

This list of questions may be helpful if you're gonna write a new use case
or to review an existing one.
