Using alternative schema languages

The attached text is a proposal to modify the language of the draft in order to support additional, alternative schema languages.  It also modifies the language of the specification with regard to W3C XML Schema.  This is an action item on the agenda for M Gudgin and A Lewis; it is not an item in the agenda.  Given the timing, it probably won't get reviewed adequately for this morning's telcon.

The document is in the form of external edits to the draft of the specification.
