I'm sorry to make a meal of this, but I overlooked that the removal of
"social meaning" from RDF Concepts also seems to address your point about
propositional attitudes, recorded as:

The RDFCore WG has resolved, per:
http://lists.w3.org/Archives/Public/w3c-rdfcore-wg/2003Mar/0124.html
to accept this comment, as follows:
RDF does not provide means to express propositional attitudes.
The specific text that gave rise to this comment is being removed.
