RE: 1.2 issue

Regarding 1841, in this bug I suggest that it be changed everywhere,
including 1.1.

the debate may affect sc, how to, and techniques docs.

	Recommend to close with explanation that the proposed change
would cause confusion between 1.2 and 1.1.  Subject to wg consensus.
