Re: [review period - step 4] CAT of the Chinese Authorized Translation for ATAG 2.0

Hi Xueyuan,

Michael (from code side) and I (from Chinese language side) have 
finished the review work for CAT, we both think this document is good 
enough to next step, and now I put the CAT document under W3C server as 
we talked, the URL is https://www.w3.org/Translations/ATAG20-zh/. Please
