david: to send simple example messages for SOAP faultcodes to the list

highlights lack of OPTIONAL test results (David's latest logs have
some, Axis will return some of the optional fault codes. We only
need two implementations in this area, so could be on track)

jonathan: allow certain results to be overridden with qualification

pauld: will publish his canned endpoint

pauld: will work on automatically refreshing the report

   (dependent upon everybody keeping good versions of their logs

   (8am Pacific on a Tuesday worked for everyone on the call - Arun, Eran?)
