RE: Civic Services Schema. GovernmentService issue

Hi, People. 

It would also be great to have ontology for civic actions outside of a government. 

For instance, what I needed for  coordination of fair elections campaign during the 2004 Orange revolution in Ukraine was ontology for two related processes - one inside the government of election-related services (such as candidates/voter lists etc) and another of civic observation by local NGOs and international organizations (for instance, who can cover what station and how).

The idea is simple - although we expect governmental services to be provided by governments, it is important to have capacity for coordinated action out of them, especially fake democracies such as most of the post-Soviet states.
