Many of us disagree with your assertion (as I'm confident many disagree with mine). Roy, I think you may be mis-remembering the input documents and regulatory concerns. I encourage you to review the position papers from the opening workshop if you need to refresh your memory. Feel free to grep for the phrase "cross-site" or "across sites". As we've worked on the problems at hand, our understanding has improved and our definitions and goals have evolved and become more nuanced. Our current proposed definitions no longer correspond well to the phrase "cross-site". If updating the TPE document to to keep it in line with the TC document and reflect the work that we've all been doing gives you the vapors, I'm sure someone else would be more than happy to keep the document up-to-date as we work.
