This paragraph is intended to set the stage for section 4.5, which has a totally different title from either the original or the suggested revision. I think section 4.5 could be better express to make it more explicit about the positive role of the constraints rather than the negative perspective that the section seems to take: "Don't use the constraint and interoperability is not guaranteed." (But I think fixing this focus of 4.5 could wait to after LC.)
