page-position="Last" problem

Hi Guys,
 
As we realized that page-position="Last" is not working in FOP version
0.20.5.
 
We want to use multiple pages in one page sequence with header and
footer in all pages except the last page.
Last page will only have the page number.
 
We can't solve this problem. I will appreciate if anybody has an idea
about this issue.
