In http://lists.w3.org/Archives/Public/public-qt-comments/2004Feb/0828.html you argued that the positional
parameters to fn:substring should be xs:integer rather than xs:double.  The joint WGs considered this at the
Cambridge meeting but declined to make the chnage.
