namespace directory

Hi Editors,

here's the plan:

Please put a .ttl ,  .owl , .xsd file with the description of your terms in
the /namespace directory at the top level

We need this for

- prov-o
- prov-aq
- prov-links
- prov-dict
- prov-dc
- prov-xml

The urls for each will be at:

- http://www.w3.org/ns/prov-o
- http://www.w3.org/ns/prov-aq
- and so on using the short name

Please let us know when you've finished this

@Tim for the rdf, we can concatenate the various files following the
approach you outlined before.
