Note that conforming XHTML 1.0 documents must have one of the three
XHTML 1.0 doctypes:

  http://www.w3.org/TR/xhtml1/#strict

Similarly for HTML 4.01:

  http://www.w3.org/TR/html401/struct/global.html#h-7.2
