out that it seems like the section numbers have changed since the
version Toby was reading.

Looking at http://www.whatwg.org/specs/web-apps/current-work/ as of 22 Nov 2008

The elements have been moved to chapter 4; I assume they would go here.
1-3 and 8 would still be included.  (This document alone would already be too
long for many people's tastes.)

These seem to have moved from 4.11 to 5.10

I think this is the values for the rel attribute, now 5.11.3
