http://www.w3.org/html/wg/il16 at v1.14.

    2. Design Principles and Requirements
Objective: collect information about the role of design
principles and requirements for this WG; discuss possibility of
       1st WD in June.
+ proposed design principle: Don't Break The Web, among
others. [16]Design Principles updated from Maciej
Stachowiak 12 April, with progress on [17]HTML Design
Principles (Proposed) in the [18]ESW Wiki
+ candidate requirement: parsing to tree-shaped Dom see
[19]21 Mar IRC discussion starting 18:19 (in what
timezone?), including test case sketches in blog entries
            such as [20]Tag Soup: How UAs handle <x> <y> </x> </y> of
            2002-11-21
          + candidate requirement: market threshold:

at one point the charter did say a total 10%, which was reviewed
by the Webkit team, and everyone involved agreed was better.

See also [22]webkit blog discussion. The text from that
            version of the charter is:

     [22] http://webkit.org/blog/?p=89

The HTML Working Group's work will be considered a success if
there are multiple independent complete and interoperable
implementations of its deliverable that are widely used (with a
total market share, measured by at least two widely recognized
reporting organizations, of 10% or more of the Web browser
     market).
Changing the charter at this point is expensive, but that
requirement is perhaps worth adopting by WG decision.
One idea from a chat with Chris W. is to survey the top 200
            web sites regularly.

    3. Forms baseline.
Objective: clarify relationship of forms work w.r.t. HTML5
       proposal.

[23]Barstow 9 March seeks confirmation that this WG will "take
over" [24]Web Forms 2.0. Raggett 12 Mar: [25]Preparing to launch
       the Forms Task Force ...
Also raised in IRC office hours:
[26]# [53] <mjs> 3) how should we participate in the joint forms tas
k force with the Forms Working Group?
    4. HTML spec baseline.
Objective: finish discussion so that the proposal is clear and
       formally put the question.
charter says HTML4; shall we skip ahead to HTML5 in one step?
See [27]Proposal to Adopt HTML5 from Maciej Stachowiak 10 April,
       signed by:
+ L. David Baron, Mozilla Foundation
+ Lars Erik Bolstad, Opera Software ASA
          + Brendan Eich, Mozilla Foundation
          + Dave Hyatt, Apple Inc.
+ Håkon Wium Lie, Opera Software ASA
