[ORG] CR candidate render and CR duration question

As part of inching ORG towards CR transition I have generated a static, 
pub-rules compliant, render of the document.

As usual [2] this required manual fix up of the copyright status and 
won't show styling under Chrome only Firefox [3].

To comply with pubrules we have to set a minimum time to end CR. I 
arbitrarily picked 3 months. What should we use?
