That seems to be a spec violation. Fixing this would solve a most of 
the problem, except

That's right, but not sure what to do here.

That's one possibility. Or the browser could ship with hyphenation 
dictionary for Japanese which would include a mix of words from 
various languages, mostly english, often found in Japanese texts?
