I’m not sure exactly, but probably every run of characters that are 
neither `Common` nor part of the current script context (i.e. Hanji or
 Kana in the example). Maybe this sould be specified directly: 
`::foreign-phrase(ja-Jpan)` or `::foreign-phrase(Jpan)`.
