trying to execute editorial action item to incorporate Jacek's text

I'm trying to do the following AI:

?         2004-04-29: Part 1 editors to adopt Jacek's "purpose of the 
                      binding" text, without "interchangeable"
                      endpoints, and using "confidentiality" (or 
                      similar) instead of TLS.


I picked up the text from:
    http://lists.w3.org/Archives/Public/www-ws-desc/2004Apr/0077.html
    
While trying to splice this into part1 I've convinced myself that
this is not part1 kinda text. This really belongs in the primer 
as some more verbiage on the roles of interace/binding/service
stuff as well as an example of a feature that makes sense to be
present at all levels.

What do you think?
