We could publish them now as WDs with some care over the Status of This Document to indicate that reqs is finished and the others nearly so. The principal goal is as an insurance policy of being able to point the (AB?) at where we are at. A bird in the hand is worth two in the bush. Furthermore we get to practice publishing them all at once, which has horrid cross-linking problems and pubrules checking problems. I do not believe we should be confident of getting LC docs done before the plenary. (Neither does it seem impossible). Jeremy
