RFE: allow location spoofing in online validator

I understand there is a way for the link validator to 
handle a document destined for (but not yet in) the TR space,
but only in the command line mode which I don't use (and
don't plan to).

It would be a huge help for me as a chair and document
editor if this capability were made easily accessible via
the online interface.
