I'll repeat them here to make it easy: We should strongly encourage UTF-8 (require it, even, for parsers). We should not forbid other encodings -- at least not UTF-16 nor UTF-32 -- though we might agree to say nothing about them. Do you want to say anything about other encodings? What would that be?
