Styling <img> elements in the broken state

The HTML standard defines that img elements have image requests that can
be in the broken state. I do not belive that CSS has a way to style
<img> elements whose current image request is in the broken state.

As such I wonder, should there be a way? It is from my view a rather
simple case. No complex stuff like with form elements.
