I do not believe this to be generally true i.e. :hover is matched by several touch devices though it may true for most that one cannot match :hover separately from :active in those environments i.e. you usually get both or neither. (That is what the convention is today, anyway; it could presumably change or evolve). Another thing to consider on touch devices is that more than one concurrent pointer may be supported i.e. multi-touch.
