If vertical writing is not available as part of EPUB3 and CSS, implementations and e-books in Japan and Taiwan are likely to be based on non-CSS technologies. A Japanese format (which is also an IEC standard already) called XMDF does not use CSS. I am also aware of some EPUB forks that do not use CSS for vertical writing but rely on predefined HTML class names.
