CSS3 Box-sizing property

Is this an appropriate place to discuss this property?
What is its status? Is the CSS3 spec set in concrete?

  1. I wonder why the margins were left out of the
     calculation.
Does the new property allow adjacent boxes, under
border-box rules and with widths of 40% and 60%, say,
to exactly fill a container box regardless of their
     margin widths?
  2. As this is a new property and cannot be acted upon by
legacy UAs, will not pages using the new property
almost certainly be doomed to problems of fit in those
     cases?

If this is an inappropriate topic for this list, please
direct me elsewhere.
Also, if someone could point me to specific places in the
archives where this property has been discussed, I would
appreciate that, too.
