This is a sufficient and minimal change to the draft that should
make existing RDF/XML matching M&S ok.

The list of attributes also might have to include type, since that
was allowed 'bare' in the M&S grammar:

  [6.11] typeAttr       ::= ' type="' URI-reference '"'

  -- http://www.w3.org/TR/REC-rdf-syntax/#grammar

although I can't say I've ever seen it.
