The document starts by "affirming the Web community's long-standing preference for recommendations that can be implemented on an RF basis." Having given lip service to this, the rest of the document then goes on to undercut it. I believe this policy will cause incredible mischief. Look at the problems already raised by GIF and LZW, problems that have not been resolved to this day. It also seems to me to represent a squeeze play by large proprietary interests against small developers and academics. What seems "reasonable" to an Apple or Microsoft may not be so "reasonable" to, say, a University of Wisconsin at Stevens Point, or a Scott Watson... -- Daniel P. B.
