Overall I like this, and am certainly fine with going this route if 
everyone else likes it.  One very minor editorial suggestions:

* 1.1.3 Suggest title change: 
HTTP Interoperability
Interoperability with non-SOAP HTTP Implementations

Otherwise, I think it's fine, and I can live with the original if this 
change fails to generate easy concensus.  Thanks.
