Speaking personally, this is about providing a visitor choice, in some cases without them having to explain or defend how their body works differently from others. Simple example, visiting your provided link, I could not even find where the transcripts were. Might have searched too swiftly, but still. Providing both is like providing more than one menu option. An individual can simply make a choice nothing else required.
