There's no absolute "one true way(tm)" to mark up content "semantically" sometimes. I think fundamentally the "thing" is a blockquote in and of itself. Or you could wrap it as a <q> quote inside some other container. If you are of the opinion that it's tangential to the rest of what's on the page, wrap it in <aside>.
