IMO Success is not about blind compliance to any guideline. You must ask yourself what best suits the needs of your clients and consider the diverse nature of the needs of people with disabilities. If you must be compliant, then WCAG A or AA may realistically be the most attainable, but I suggest that you do look at the guidelines as just that, guidelines, and not canonical absolutes.
