Hallo Gavin,

In this moment there is no equivalent  legislation in Germany.

When you look http://www.nw3.de/dokum/bgg.htm you can find the text of  "Gesetz zur Gleichstellung behinderter Menschen  (Behindertengleichstellungsgesetz BGG) ...Sehe Abschnitt 1 $11 Barrierefreie Informationstechnik.

This law will come to power in May, because the Bundestag still have to speak about it. 
Also the text can change... 
 There is a  german wai list  w3c-wai-de@GMD.DE which you can subscribe
