It's not in a a late draft of the HTTP 1.1 specification, although it might be in the final version. In some ways it would make sense, as it complements Accept-Language, but it goes against the trend in browser designs to ignore HTTP and re-implement (normally as "meta") things that ought to be done in HTTP.
