That is what “Set of Web” pages defines, it is the same for several other SCs already. The understanding page doesn’t link the term (because it would be a broken link in that pre-live page), but that term defines the scope.

That doesn’t meet the need. 3.2.3 applies to the relative order of navigation. This needs to apply to a link or chunk of content.
The suggestion from another thread was:
“For any set of web pages<https://www.w3.org/TR/WCAG21/#dfn-set-of-web-pages>, if one of the following is available, then at least one of the following is provided in the same relative order on each page:…”
