Just a quick note on format

 An exception cannot be in a note.  Notes are non-normative and cannot change an SC — only explain what is there.      SO the exception needs to be added to the SC language directly.

Where a user is required to enter data to complete a transaction, a read-only summary of the data is provided so the user can confirm the final information before submission, except for Log-ins and single, simple text field transactions.
