Re: SC Managers and public comments

Hi Andrew,

Does this mean that SC managers shouldn't officially reply to the
public comments (saying yes your idea was incorporated or no your idea
has not been incorporated or some of your idea has been incorporated,
etc) until the CFC and the SC text has been accepted by the working
group? This would seem to alleviate much circular discussion.
