EARL

The suggestion that conformance claims use EARL has been made.    W3C Web
Content Labels was also raised.
 
We dont require any conformance statement so we wouldnt require either of
these.  but should we mention them as optional?
 
We will be surveying on these topics and discussing Thursday.   This is just
a heads up so you can think about them.
