Action item: resources on sign language video

On the 26 January call I took an action to add resources on filming sign
language interpretation to two techniques for GL 1.2.  

The resources have been added to:
* Including a sign language interpreter in a corner of the video stream

* Providing a synchronized video of the sign language interpreter that
can be displayed in a different viewport or overlaid on the image by the
player  [2]
