Couple other points

 

- Not all success criteria have SITUATIONS.   Only those where there is a
division of cases.  So you will see SITUATIONS in some but not other success
criteria.

 

 You asked / stated.

 

        I don't think we should put the technology independent techniques in
the optional section because many of them are not optional.

 

General techniques are only in the Additional Techniques (advisory) section
when they are advisory.  

General techniques (cross technology and technology independent ) are in the
sufficient section if they are sufficient or are sufficient in combination
with technology dependent techniques.
