New instructions for /International translations

Those of you who translate or intend to translate material at http://www.w3.org/International/ and below should be aware that I have updated the instructions[1][2], checklist[3] and boilerplate text[4] for translators. 

This is because I have been porting the pages to PHP, rather than flat HTML.

IMPORTANT NOTE: It is now important to obtain from me the right file for translation before you start.  If you translate the source of the page that is actually displayed you will waste time and effort, and may well have to redo some parts.  The file I will send is XHTML but contains PHP code for the standard text, and so is significantly easier to translate than the source text.
