Hello Richard,

I'd like to translate the short document "Character encodings" 
(http://www.w3.org/International/O-charset.en.html) into French.

Also please keep me posted about the translation of "Tutorial: Character 
sets & encodings in XHTML, HTML and CSS" 
(http://www.w3.org/International/tutorials/tutorial-char-enc/)

I'm still up for it.
