Japanese language version of Intellectual Property FAQ

I am considering to translate the
Intellectual Property FAQ
http://www.w3.org/Consortium/Legal/IPR-FAQ-20000620.html

into Japanese language.

1)Could I have a permission to translate the page
and publish it on my web site?

I will chose the presentation style that 
original and translation mixed one.

2)Could I have a special permission for it?
