I agree that #2 may be necessary; we are otherwise mandating some degree of URI understanding within a c14r. Language within the xmldsig spec can justify why relative URIs are bad. I could accept #1 if the spec provided a precise but simple pseudocode algorithm for determining whether a URI is relative or not. Are URIs always URLs? Merlin
