editorial suggestions for RFC 2396 bis

With regard to Mike Brown's editorial comments, I think
we can handle, in the 'author 24 hour' period:

1) change 'filesystem' to 'file system' everywhere.
2) change 'Unicode character set [UCS]' to 'Universal Character Set [UCS]'
