Proposed xml:id CR exit criteria

Here's my proposal for the CR exit criteria for xml:id

Candidate Recommendation Exit Criteria

For this specification to exit the CR stage, the following conditions
must be met:

   1. There must be at least two interoperable implementations of
      the specification. For the purpose of this CR, two implementations
      will be considered interoperable if they report the same xml:id
      attributes with the same types.

   2. A minimum of one month of the CR period must have elapsed. This
      is to ensure that enough time is given for any major errors to
      be caught.

   3. Constraints will be dropped if no implementation supports them
      by the end of the CR period.

   4. Constraints will also be dropped if sufficient and adequate tests
      (by judgment of the working group) have not been produced for
      those constraints by the end of the CR period.
